Create a procedure for account deletion

Description
Users should be able to delete their account from circles, and from flowplace. The question is what do they want to do with whatever wealth, or debt, they have on their account?
In some case, you may just want to give it up. For instance your reputation.
In other cases, you may want to transfer your wealth to another account, or get is from another account to get to 0. This would be true for tradeable currencies.
Right now there are no procedures for this.
Proposal:
- no matter whether this is leaving a currency, a circle, or closing the flowplace account itself, we want each currency to come with a clear play
- the currency XGFL file should describe possible plays for getting out of the currency: * leaving the currency as it is -- ex: a reputation currency * putting the currency to 0 through a transfer -- ex: a transaction currency
