Any new user can remove currencies

Description

If I register as new user and I activate currency and management feature, then I can erase currencies while in currencies list page. Only people who created a currency should be able to erase them.

I have now implemented "management" of currency. This means that only the user that creates a currency (or an admin) can see or edit or delete a currency. And only a matrice who is a manager of a currency will see that currency in their "link currencies" page.

Back to assigned. It works on dev, but it would be important to implement it asap on seed as we are making real transactions there, and they can be screwed up by anyone joining.

Closing because now user cannot erase currencies he hasn't created himself.
