Removing a currency should require more control

Description
Removing a currency doesn't require any control for admin now. This is too easy, and a mistake could have dramatic impact. What we need is:
- a currency can be renamed, for instance WE is renamted as WE_old
- a currency can be withdrawn: it doesn't appear in the active list anymore, but can be reactivated again, and members can still see their transactions there.
- a currency can be fully erased when all accounts are set to zero, or when no activity has happened for X months... we need to find right criteria
